分析了过去我国造林质量问题产生的原因,主要是造林质量的责任难以明确,忽视了造林者的利益需求,夸大了外来新技术的作用等。按照以人为本的理念,提出加强造林质量管理的初步构想、突出人的主体地位和作用,建立健全调动造林管理者和造林者积极性的制度体系,形成参与式决策机制,逐步建立以社区为单元的造林管理和质量评价体系。
The causes of afforestation quality problems in the past were analyzed.
