崔永元自费几十万赴美国、日本调查转基因,在全国两会问责农业部,激发了中国社会中反对转基因的高潮。崔永元的行动力和工作手法,实可为公民社会组织所借鉴。然而反对转基因这一议题,所涉足的是具有极强专业性的科技领域,而政府在推进重大工程或推广重要技术时,也正是凭借专业领域的信息优势(至少形式上),制定出相应的公共政策,在这一过程中政府基本上垄断了专业信息。
