安全生产是每个煤炭战线的职工所关心的一件大事。究其事故原因不外乎主观和客观两个方面。主观原因可以从提高安全监察水平、落实安全岗位责任制和对职工加强安全教育及安全培训来解决。而客观原因则较复杂,除偶然因素和不可抗拒的自然灾害外,企业缺少资金进行安全投资来及时消除隐患也是一个重要的方面。在社会主义商品经济条件下,任何活动都有和它相一致的价值形态相对应,安全生产也不例外.从这一点来说,安全生产也是一种价值形态的运动过程,也必须有足够的资金做保证。而安全资金的来源是亟待解决的一个问题。
