为彻底扭转全国50个煤矿安全重点县(市、区,以下简称“50个县”)的安全生产被动局面,减少煤矿事故总量,防范遏制煤矿重特大事故,促进全国煤矿安全生产状况持续稳定好转,国家安全监管总局、国家煤矿安全监察局制定了《50个煤矿安全重点县(市、区)遏制重特大事故攻坚战工作方案》,决定于2013年11月至2015年底在50个重点县开展遏制重特大事故攻坚战(以下简称“攻坚战”)。
