自主创新能力是国家竞争力的核心,是应对未来挑战的重大选择,是统领我国未来科技发展战略的主线,是党中央重大战略部署,是一项重大的战略任务。在这一具有划时代意义的战略背景下,老工业基地解决制约瓶颈问题,必须将提高自主创新能力摆在今后科技工作的突出位置,依靠自主创新推动经济增长。
The capability of independent innovation is the core of national competitiveness and a major choice for coping with future challenges. It is also the main line that will guide China’s future strategy for the development of science and technology and a major strategic task for the CPC Central Committee in its major strategic plan. In this epoch-making strategic context, in order to solve the bottleneck in the old industrial bases, the old industrial bases must put the improvement of their capability of independent innovation in a prominent position in science and technology work in the future and rely on independent innovation to promote economic growth.
