1 案情 1997年3月13日下午4时,某小学学生江某(时年9岁)和同班同学一起放学回家,途经某建筑公司下属单位某排灌站(无法人资格)。当时排灌站外围墙破损,有一个1米多宽、半米多高的缺口,围墙内安装了一台容量为320千伏·安的落地式变压器。江某与其他3名同学从围墙的缺口处钻了进去,到配电变压器房玩耍。按照规定,落地式安装的变压器必须设置防护栏,而且防护栏必须达到一定的高度。可该变压器周围仅有4根2米左右的水泥柱子和十几厘米高的矮台,在水泥柱子顶部挂了一块写有“高压危险”的木牌。年仅9岁的江某在变压器房玩耍时,不慎碰到变压器带电部位被电击伤。经医院诊断,江某四肢37％面积被电烧伤,左上肢前臂及左手坏死被截除,右上肢坏死也被截除,经医院鉴定为一级伤残。
