中国农业科学院油料作物研究所从1980年秋播开始在延津县小店公社设立北方冬油菜基点,和当地一起采用大面积生产调查和田间试验相结合的方法,取得了一些经验,并初步模索出几项行之有效的越冬保苗措施,推动了当地油菜生产的发展。1980年小店公社秋播甘蓝型油菜5,300亩,由于采取适宜的越冬保苗措施,保收面积达93%,1981年夏收油菜总产120.5万斤,平均亩产227.4斤,单产较1980年增加30.7%。
