当前,我国国有企业亏损面居高不下,一些行业甚至出现了全行业亏损的局面。继煤炭、纺织等行业出现全行业亏损之后,去年全国物资系统也首次出现全行业亏损。亏损问题日益突出,引起了党中央和国务院的高度重视。党的十四届五中全会通过的“九五计划和2010年远景目标的建议”,把“国有企业生产经营困难较多”列入到“关系全局的重大问题”之中,李鹏总理在“建议的说明”中表示:“这是目前经济发展中的一个焦点。”为此,记者就这个焦点问题采访了国内贸易部部长陈邦柱。
