谷正伦、谷正纲、谷正鼎三人曾以弟兄三部长,一门三中委闻名民国政坛。而谷正鼎的夫人皮以书到台湾后也成为政坛的红人。 皮以书出名于20年代,孙中山先生葬礼上她是执绋的青年学生代表。1925年底赴莫斯科中山大学留学,学习期间结识谷正鼎,于次年结婚,从此夫唱妇随:谷正鼎任北平特别党部常委,皮以书是党部妇女部部长;男为铁道部总务司长,女为中央民众训练委员会总干事;夫到西安供职,妻为妇女新生活运动促进会会长和全国儿童保育总会西安儿童保育院院长。抗战结束,皮以书获得胜利勋章和美国总统颁发的自由勋章。到
