近年来,随着经济的发展,大量的旅游开发项目不断涌现,为旅游业的发展创造了良好的硬环境。但是,很多盲目的不符合现实经济和社会发展状况的开发项目也趁势蜂拥而上,造成了大量旅游资源的“贵族化”。表现最突出的是高尔夫球场的严重过量兴建,这种盲目开发造成了很多社会危害:首先是造成旅游资源的闲置和浪费,其次是环境问题和社会公平问题。
