毕节试验区建立之前,生态环境恶化,人口过快增长,贫困程度较深,严重制约经济社会的发展。为破解越生越穷、越穷越垦、越垦越穷、越穷越生的怪圈,1988年6月经国务院批准成立了毕节试验区,主题是“开发扶贫、生态建设、人口控制”。二十多年以来,在党中央、国务院的亲切关怀下,在中共贵州省委、省政府的正确领导下,在全体试验区人的共同努力下,经过不断的探索和实践,试验区的建设已经取得了初步成效。在试验区建设历程中,党的建设始终贯穿于试验区建设的全过程。
