人类的生存发展离不开衣、食、住、行。居住条件的好坏已成为衡量一个国家人民生活水平的重用标志。随着人口的增加,城市的爆满,住宅问题越来越成为全球性的社会问题。几乎所有国家,都把解决住宅问题、改善人民居住条件作为一项重要的社会发展目标。苏共第二十七次代表大会确定了苏联的住宅建设目标,即在本世纪末,保证每个苏联家庭有一单套住宅。
Human survival and development can not be separated from clothing, food, shelter and transportation. The quality of living conditions has become a measure of the re-use of a country’s standard of living. With the increase of population and the full bloom of cities, housing problems have increasingly become a global social problem. Almost all countries regard the issue of housing and the improvement of people’s living conditions as an important social development goal. The Twenty-seventh Congress of the CPSU set the goal of housing construction in the Soviet Union, that is, by the turn of the century, guaranteeing that every Soviet family would have a single apartment.
