在最近一段有关《行政诉讼法》的宣传报道中,笔者发现了一种值得商榷的现象:有家权威的法制报,在九月份的一个头版头条上,刊登了以《各方齐动迎接民告官》为标题的消息。随手翻阅了九、十月份的几家地方报纸,《民告官将依法得到公制》、《民告官有了法》之类的报道更不鲜见。本地法院的一位通讯员给笔者所在的报社投了一篇宣传《行政诉讼法》的稿件,标题更是吓人:《当官的,当心我告你》。大有此法一出,“官将不官”之势。
In a recent report on the “Administrative Procedure Law,” I found a debatable phenomenon: a statutory newspaper with an authority at home, published in September a front-page headline entitled “ Civil sue officer ”for the title of the news. Scattered through the nine or October several local newspapers, “Prosecutors will get the metric system in accordance with the law,” “People’s Procuratorate has a law” and the like even less common. A correspondent from a local court cast a manuscript to the author’s newspaper about promoting the Code of Administrative Procedure. The headline is even more scary: “I’m sorry, let me tell you.” There is a lot of this method, “official will not official” trend.
