我省崞县赶车工人张顺有,为了检举归绥市反革命分子宋郁德,在绥远、察哈尔、山西三省间往返奔跑了二十七个机关,费时将近半年,行程一万五千余里,遭遇了重重阻难,最后到中共中央华北局去控诉,才得到解决。张顺有以国家主人翁的负责精神,与反革命分子坚持斗发;而我们的许多机关工作人员,却以极不负责的官僚主义态度来对待张顺有。这种严重的官僚主义,打击了人民群众参加民主政治生活的积极性,打击了人民群众对人民政府、对国家建设事业关心的积极性,使人民政府脱离群众。这是原则性的错误。因此是不能容忍的。必须根据中共中文华北局的指示,彻底清查此事。责令有关机关的有关人员作深刻的检讨,给犯有严重官僚主义错误的人员以适当的处分。全省各级人民政府及人民团体,亦必须接受此一事件的教训,普遍地检查一次对待人民群众的态度,检查中要对官僚主义痛加挞伐,以教育全体工作人员,端正对待人民群众的态度,并联系「三反」运动建设阶段的工作,订出有效的克服办法,以期彻底克服官僚主义错误。
