中纪委、中组部、中宣部《关于利用胡长清等重大典型案件对党员干部进行警示教育的意见》下发后,在兰州分院各所(中心)引起了强烈的反响。分院党组、纪检组根据上级要求,结合分院实际,研究具体措施,进行贯彻落实。首先从思想上高度重视,认真动员,精心组织,严格要求,务求实效。把教育的重点放在各所(中心)党政领导班子和副处级以上领导干部,通过深刻剖析胡长清、成克杰从一名党的高级领导干部堕落为腐败分子的思想根源,教育广大党员干部,牢固树立正确的世界观、人生观和价值观,努力实践江泽民同志“三个代表”的重要思想,增强拒腐防变能力。腐败现象的存在,甚至一些犯罪案件的发生,追究其根源都是世界观、人生观、价值观发生了扭曲。贯彻“三个代表”的思想,就是要加强党风廉政建设,提高拒腐防变能力,奠定一个好的思想基础。在警示教育中,注重突出两个方面:一是抓好基础性的教育,加强马克思列宁主义、毛泽东思想和邓小平理论的教育,提高政治素养。在警示教育的动员大会上,我们组织中级干部认真学习中纪委文件,通报胡长清、成克杰案例材料,还组织大家学习革命先辈方志敏的英雄事迹,重温他的文章《清贫》,开展“想先烈,思廉政,树形象”的活动,通过鲜明对比,使每一个共产党员都深刻想一想,我们入党为的是什么?我们做官是要干什么?我们身后给社会要留什么?经常想一想这些问题,就会进一步坚定理想信念。二是抓好规定性教育。在警示教育中,注意结合学习党章,学习有关法律,学习党纪政纪

Focusing education on leading cadres at the party and government level and above at the deputy division level in all centers and by educating the majority of party members and cadres through a profound analysis of the ideological roots of Hu Changqing and Cheng Kejie’s degenerating into a corrupt element from the top leading cadres of a party. Firmly establish the correct world outlook, outlook on life and values, strive to practice Comrade Jiang Zemin’s important idea of “three represents,” and enhance the ability to prevent corruption and prevent degeneration. The existence of corrupt phenomena and even the occurrence of some criminal cases are rooted in distorted world outlook, outlook on life and values. To carry out the ideology of “three representations” means to establish a good ideological basis for strengthening the party’s work style and building a clean and honest government and for improving its ability to resist corruption and prevent change. In warning education, attention should be focused on two aspects. First, we should do a good job of basic education, strengthen education of Marxism-Leninism, Mao Zedong Thought and Deng Xiaoping Theory, and raise political literacy. At the mobilization meeting of warning education, we organized mid-level cadres to seriously study the documents of the Central Commission for Discipline Inspection, reported on Hu Changqing and Cheng Kejie’s case materials, and organized all the members to learn about the heroic deeds of Fang Zhimin, a revolutionary predecessor.
