国家关键技术在国家发展战略中具有突出的地位。选择和发展国家关键技术是实现国家发展战略、保证经济安全和维护社会稳定的技术措施和手段。鉴于国家关键技术的选择、实施和整个产业化进程对经济发展和国家安全的重大意义,我们组织了这一篇有关“国家关键技术发展战略”研究的文章,分3期刊发。作为一个重大课题的成果,我们希望通过探讨不同国家在做此项工作中的成功经验和教训,为制定我国国家关键技术计划提供借鉴。
National key technologies have a prominent position in national development strategies. The selection and development of national key technologies are the technical measures and means to realize the national development strategy, ensure economic security and maintain social stability. In view of the importance of the selection and implementation of key national technologies and the entire process of industrialization for economic development and national security, we organized this article on the study of the “National Key Technology Development Strategy” and published it in three issues. As a result of a major issue, we hope that we can learn from the successful experiences and lessons learned by different countries in doing this work and make reference for the formulation of China’s national key technology plan.
