Since the State Council issued the Circular on Strengthening the Administration of Extrabudgetary Funds in April 1985 (hereinafter referred to as the “Circular”), the financial departments of all provinces, autonomous regions and municipalities directly under the Central Government have been promptly communicated and implemented.
