The GATT, the General Agreement on Tariffs and Trade, is a temporary government agreement signed by 23 countries in Geneva on October 30, 1947. It is now composed of 115 countries and territories aimed at promoting free trade by lowering tariffs. Eight rounds of negotiations have been conducted since signing. Round one: held in Geneva in 1947. Twenty-three founding countries decided to reduce the 45,000 trade tariffs worldwide; the second round was held in Annecy, France in 1949. The 13 countries that participated in this round of negotiations proposed to cut the tariffs of 5,000 kinds of commodities again; the third round: held in Torquay in the United Kingdom from 1950 to 1951. The 38 countries participating in the negotiations decided to reduce the tariffs of 8,700; the fourth round: held in Geneva from 1955 to 1956. 26
