一、资金紧张是当前工业经济工作中的一个突出难题。 资金一向有企业生命血液的比喻,同全国形势一样,煤炭企业在这方面也存在着极其严重的困难。眼下,供血不足已经制约了工业经济的健康发展,有的企业甚至处于停滞状态。 造成资金紧张的原因固然很多,如产品积压、货款回收不力等。但是这都是表面现象,其深层次的原因是结构性的矛盾。大量事实说明,制约(当前和未来)经济发展的主要矛盾是结构不合理。一方面企业资金紧张,而另一方面企业又有大量的资金被占压、被拖欠,进一步加剧了资金紧张的状况,这种病症的根源就在于结构性矛盾。结构性矛盾是指产业
