据调查研究,近年来发现我国小型水库工程的建设质量差,部分水库老化失修,缺少相应安全监测设施,管理环节薄弱等问题十分严重。针对这些问题提出了进行水利管理体制改革的相关对策,以县级为单位改进管理体制、建立大坝安全监测中心以及加强水库工程除险加固工程的建设。
According to the investigation and study, in recent years, it has been found that the construction quality of small reservoirs in our country is poor, part of the reservoirs are aged and disrepair, the corresponding safety monitoring facilities are lacking, the management is weak and other issues are very serious. In view of these problems, some countermeasures to reform the system of water conservancy management are put forward.
