拖拉机、联合收割机注册登记、驾驶证申领、年度检验是法律法规授予农机安全监理部门的一项重要职责,是保证农机安全作业的一项重要措施。2004年《道路交通安全法》颁布实施以后,拖拉机、联合收割机注册登记率、驾驶员持证率、检验率“三率”呈逐年下降之势。如何提高“三率”已成为摆在农机安全监理部门面前的一个十分严峻和亟待解决的问题。笔者结合当前现状谈谈如何提高“三
