农业发展银行成立的一个主要目的是由农业发展银行统管政策性农副产品收购资金,实行封闭运行,形成收购资金良性循环。从农业发展银行初步运营情况看,该目的并不能完全实现,原因在于农副产品收购资金循环过程中诸多因素的共同影响;一、影响农副产品收购资金良性循环的因素农副产品收购资金的循环运动涉及到几个主体,具体过程如下:人行农发行农行企业财政农行财政从图上看,目前农副产品收购资金循环,全部由中央银行于收购季节,按照新增的收购资金需求,向农发行提供再贷款,并通过代理行向收购企业发放收购贷款,直接增加粮棉油库存值,待粮棉油调销后,将回笼款归还农发行代理行,并通过代理行上划至农发行,归还人行再贷款。为维持收购资金的良性循环,须具备以下前提条件:
