经辽宁省通信管理局、辽宁省物价局批准,由辽宁省通信公司实施的公用固定电话来话收费标准已从2003年1月1日起实行。具体标准为,在用户接听电话时第1分钟免费,以后每分钟收费0.10元(不足1分钟的按1分钟处理);有人值守公用电话从2003年2月1日起实行来话收费,收费标准为,在用户接听电话时每次收取0.20元(不计时长),该项费用作为代办费支付给代办户。人们期盼已久的移动电话单向收费标准迟迟没有结果,却传出了公用电话“单改双”的消息,这多少令人有些费解。而且目前实行这种公共电话双向收费资费标准的并非辽宁一家,天津早在2002年下半年就已开始在部分公用电话上实施。那么,公用电话实行双向收费的资费标准是否具有其合理性?“双向收费”对于目前本来就不景气的公用电话市场将起到什么样的作用?日前,本刊记者走访了负责标准制定和设备检测的信息产业部电信传输研究所中国泰尔实验室常务副主任何桂立教授,对此话题进行了深入的探讨。
