作者通过介绍我国职业安全卫生现状与特点,分析我国职业安全卫生工作中存在的问题,认为职业安全卫生监管效率较低与立法和监管模式有直接关系,此两者分别具有“控制型”和“行政干预”为主的特征,很难调动企业主动性,更不可能提高监管效率。同比国外先进监管经验,我国协同合作监管机制尚未形成,教育培训工作亟待加强。进而阐述工会职能作用在职业安全卫生工作中的意义,提出“源头参与”、三方协调机制、群众监督管理、宣传教育等工作设想,充分调动责任主体和员工积极性,提高监管实效。最后对今后职业安全卫生防治工作进行了展望。
By introducing the current situation and characteristics of occupational safety and health in our country, the author analyzes the problems existing in occupational safety and health work in our country. He believes that the low efficiency of occupational safety and health supervision is directly related to the legislative and regulatory modes. Both of them have “control type” And “administrative intervention ” based on the characteristics of difficult to mobilize business initiative, but also impossible to improve regulatory efficiency. Compared with the advanced foreign regulatory experience, the regulatory mechanism for coordinated cooperation in our country has not yet formed yet and the work of education and training needs to be strengthened. Furthermore, it expounds the significance of the function of trade unions in occupational safety and health work, puts forward some working ideas such as “source participation”, tripartite coordination mechanism, masses supervision and management, publicity and education, fully mobilizes the enthusiasm of the main body of responsibility and staff, and improves the effectiveness of supervision. Finally, the future work on occupational safety and health prevention and control is prospected.
