机构养老是实现社会化养老的重要途径,然而我国机构养老服务事业发展速度虽然在加快,却也显示出了专业化程度低等重要问题。为此,民政部一直以来非常重视养老机构管理服务的标准化建设。民政部2016年末颁发的《养老机构社会工作服务规范》(征求意见稿)对养老机构管理的老年社会工作服务现状、困境进行比较系统的分析和评价,但依然存在服务种类划分笼统、服务项目单一等问题,应从社会工作介入机构养老的思路着手,完善服务体系、提高人员素质、提升服务专业化水平,逐步实现社会养老模式的完善。

However, the development of institutional services for the aged in our country, though accelerating, shows an important issue of low level of specialization. To this end, the Ministry of Civil Affairs has always attached great importance to the standardization of pension agency management services. The Social Services for Elderly Institutions issued by the Ministry of Civil Affairs in late 2016 provides a systematic analysis and evaluation of the current situation and the plight of the elderly social work services managed by the pension institutions. However, there are still many problems in the classification of service types, And other issues should start from the idea of social work intervention institutions to provide for the aged, improve the service system, improve the quality of personnel, improve service specialization, and gradually improve the social pension model.
