最高人民检察院,劳动人事部[86]高检会(二)字第6号文件关于印发《关于查处重大责任事故的几项暂行规定》的通知中指出:目前有些地区、部门和企、事业单位,片面追求产值利润,忽视安全生产,致使重大伤亡事故不断发生,特大伤亡事故也有上升。因为法制观念淡薄,有些重大责任事故没有受到严肃处理。有的隐瞒、拖延不报;有的大事化小、小事化了,草率处理了事;有的以种种借口长期不加处理,成为积案。这种有法不依,违法不究的行为,严重地损害了法制,影响了安全生产。通知要求各级人民检察院和劳动部门,必须进一步加强协作联系,认真查处重大责任事故,对造成事故的责任人员,除加强教育,采取经济、行政手段外,对触犯刑律者,必须绳之以法。

The circular requires that people’s procuratorates and labor departments at all levels must further strengthen coordination and contact and conscientiously investigate and deal with major accidents. Those responsible for causing accidents must, not only step up their education but also take economic and administrative measures, violate the criminal law and must be brought to justice .
