江苏省盐城市水利工程管理处下辖射阳河闸、新洋港闸、黄沙港闸、斗龙港闸、西潮河闸和四港港道监测管理所,长期担负苏北里下河地区5市17个县(市、区)12485平方公里面积的挡潮御卤、蓄淡灌溉、防洪排涝等社会公益任务,先后抗御了多次台风高潮、特大涝灾和严重旱灾的袭击。至今,全处“四港五闸”已累计排除涝水4800亿立方米,为流域范围内经济社会发展和人民安居乐业作出了重要贡献。与此同时,该处认真贯彻水利部《水利工程管理考核办法及其标准》,坚持工管文化引领组织管理、预防为主贯穿
