家庭是老年人最主要的生活领域,而家庭所在的社区则是老人晚年生活的第二空间。为使“老人晚年生活的第二空间”丰富多彩,使老年人老有所养、老有所学、老有所乐、老有所为,民政部决定在全国范围内实施“社区老年福利星光计划”。根据民政部的要求,青岛市自2001年下半年开始,在一年多的时间内先后投资3300万元,建成“星光老年之家”305处,总建筑面积65000多平方米,其中街道和社区级的296处,市内四区约65％的居委会已拥有了自己的“星光老年之家”。为使这一利国利民的老年事业不断发展壮大。青岛市政府调查研究室会同市民政部门及各区政府,对建成项目的运作和管理机制进行了调整分析和积极探索。
