2015年6月18日习近平总书记在部分省区市扶贫攻坚与“十三五”时期经济社会发展座谈会上讲到:“没有贫困地区的小康,没有贫困人口的脱贫,就没有全面建成小康社会。我们不能一边宣布实现了全面建成小康社会目标,另一边还有几千万人口生活在扶贫标准线以下。如果是那样,就既影响人民群众对全面建成小康社会的满意度,也影响国际社会对全面建成小康社会的认可度。”深入实施精准扶
