江苏省盱眙县是淮北9个贫困县中最贫穷的县,也是江苏省的水土保持试点县.1992年以来该县将治山与治穷并举,使水土保持治理与群众脱贫致富齐头并进.县领导亲自上阵带领10个乡(镇)数十万干群向水土流失严重的荒山秃岭发起进攻.几年来,共出动劳力1500万人(次),完成土石方1800万m~3,营造经济林2.2万hm~2.其中种植板栗5000hm~2.水土保持工程既让盱眙县千百年来的荒山秃岭披上绿装,又为盱眙县经济的发展创造了业绩.
