党的十六届三中全会提出的建立健全现代产权制度,既是市场经济发展的必然选择,同时也是针对当前我国改革中存在的实际问题而提出来的有效途径。在我国改革和发展的实践中,产权问题始终是绕不过、躲不开的“结”。当然也不是说解决了产权问题,我国的改革和发展就可以一劳永逸了。现代产权制度也并非是包治百病的灵丹妙药,但它确实是解决诸多问题的基础,所以,我们必须高度重视、认真研究、产权问题。
The establishment and improvement of the modern property rights system proposed by the Third Plenary Session of the 16th CPC Central Committee is not only an inevitable choice for the development of the market economy but also an effective way for the current practical problems in our country’s reform. In the practice of reform and development in our country, the property rights issue has always been a “knot” that can not be avoided but can not be avoided. Of course, this does not mean that the property rights issue has been solved. Our country’s reform and development can be done once and for all. The modern property system is not a panacea for cure, but it is indeed the basis for solving many problems. Therefore, we must attach great importance to serious study and property rights issues.
