山东省日照市是个新兴的沿海开放城市,全市辖2县3区,总人口270万.几年来,我们在全市计划生育工作基本实现“三为主”,人口增长得到有效控制的基础上,从1992年起,先后在岚山的碑廓和东港区的黄墩两镇进行了三优服务工程”的试点,探索实践出了一条以服务为主线,以人口计划管理为依托,以提高人口素质为目的计划生育工作新路.
