政府把所有财政性的资金纳入到国库单一帐户体系进行统一管理,收入直接上缴国库或相应的财政专户,支出也是通过国库单一帐户体系支付给商品和劳务供应者或用款单位,这是国库集中支付的的核心内容。本文通过简要分析我国基层国库集中支付制度在实际使用过程中出现的一些问题,提出了相关的对策建议,希望能够对我国基层国库支付制度的改革与完善起到一定的积极作用。
The government will bring all the fiscal funds into the treasury’s single account system for unified management. The revenue will be directly turned over to the treasury or the corresponding financial special accounts. Expenses will also be paid to the commodity and labor suppliers or units through the Treasury’s single account system. This is the treasury Centralized payment of the core content. In this paper, we briefly analyze some problems that arise in the actual use of centralized payment system of grassroots treasury in our country, and put forward some countermeasures and suggestions. We hope this can play a positive role in the reform and improvement of China’s grassroots treasury payment system.
