素质教育观的提出,从宏观上看,是以全球经济一体化和知识经济的出现为其出发点;以实现中华民族的伟大复兴为其着眼点。从微观上看,以提升国民素质为起始点;以培育劳动者的创新精神和实践能力为基准点。素质教育具有主体性、全体性、全面性、基础性、普通性和发展性特征。作为实现基础教育目的重要途径之一的数学教育,不仅在思想认识上要适应素质教育的思想,而且在教育实践中也应落实素质教育的思想。
From the macroscopic point of view, the view of quality education is based on the emergence of global economic integration and knowledge-based economy as the starting point; the realization of the great rejuvenation of the Chinese nation is its focus. From a microcosmic point of view, we should take the promotion of the quality of our country as the starting point; take the cultivation of the innovative spirit and practical ability of the laborers as the benchmark. Quality education has the characteristics of subjectivity, totalness, comprehensiveness, basicity, commonality and development. As one of the important ways to achieve the purpose of basic education, mathematics education should not only meet the ideology of quality education, but also implement the idea of quality education in educational practice.
