通海县林业局从地、县拨给的造林补助费中,按每亩抽提0.2元作技术承包奖金,采取定任务、定职责、定成效、定奖金的办法,于1988年2月,组织林业科技人员4人,到九街乡的7个农业社搞造林技术服务承包工作试点。一年来的实践证明,这个办法调动了林业科技人员扎根基层,认真帮助
