2002年9月,云南省出台《中共云南省委办公厅、云南省人民政府办公厅关于采取特殊措施加快我省7个人口较少特有民族脱贫发展步伐的通知》(云办发〔2002〕19号),一场云南民族工作史上空前的倾斜性政策实施,在不为人们所熟知的云南独龙、德昂、基诺、怒、阿昌、普米、布朗7个人口在10万以下特有民族聚居地拉开了帷幕。与以往的扶持不同,19号文件对7个人口较少特有民族的脱贫发展制定了全方位的政策,从临时性、松散性的扶持转向时间性、集中性的扶持,从单一的经济扶持转向对整个社会发展的扶持,其力度前所未有。两年来,随着19号文件的逐步贯彻落实,7个民族聚居地经济发展、社会事业进步,各族群众的生产生活水平明显提高,精神面貌发生了新的变化,充分说明了党的特殊政策对促进少数民族全面发展的重要意义,同时,19号文件贯彻落实工作也为我们怎样做好新时期的民族工作积累了成功的经验。
