根据邓小平同志南巡谈话及党的十四大精神,广州市委、市政府作出了用15年时间基本实现现代化,把广州建设为现代化国际大都市的重大战略决策。实现这个决策将是具有2000多年历史的广州发展的质变飞跃,体现了90年代世界大城市发展战略的趋势。这个决策的特点,是把广州的发展放在国际经济、政治、文化、科技发展的大系统中,借助国际国内战略资源配置变化的机遇,超前策划,谋求在国际国内（特别是在珠江三角洲经济区内）的经济分工中担负重要角色,取得独特地位,跻身于世界名城的行列。 广州社会经济发展状况的评估 党的十一届三中全会确立改革开放的基本方针以来,广州市认真贯彻执行了党中央的路线、方针、政策,加快了经济建设步伐,经济实力大大加强,中国城市社会经济发展水平评价中心评选出的“中国城市综合实力50强”中,广州位列第三;与此同时,广州还被评为“首批城市投资环境40优”的城市之一。这标志着广州城市社会经济综合实力已上了一个新台阶,中心城市地位明显提高。 （一）国民经济迅速发展,广州作为中心城市的地位显著提高。改革开放以来,广州经济走上腾飞之路。1994年,广州国内生产总值达到976亿元,比1978年增加了7.5倍,提前八年实现翻两番的目标;人均国内生产总值1983年超过了天津市。198
