社区建设是城市社会经济发展到一定阶段的必然要求。江泽民总书记在1996年就提出:大力加强社区建设。此后,他在江苏、浙江等地考察时发表重要讲话,反复强调要打牢党在城市工作的组织基础和群众基础,重提“基础不牢,地动山摇”的问题,并就加强社区党的建设、基层政权建设、基层社会管理等提出了新的要求。特别强调要把“三个代表”的要求贯彻落实到党的基层组织建设的各项工作中去。1999年,江总书记在天津、上海考察工作时指出:“加强社区建设,是新形势下坚持党的群众路线,做好群众工作和加强基层政权建设的重要内容。”“社区党建联系着千家万户,大有可为。”
