美洲自由贸易区没有按照预定计划于2005年1月1日如期建立。而且,一些权威人士认为2005年也难以完成有关美洲自由贸易区的谈判进程。与此同时,似乎巧合的是世界贸易组织多边自由贸易谈判的多哈回合,也未能在规定的2005年1月完成。多哈回合与美洲自由贸易区谈判进程紧密相连,在某种意义上相互影响,互为作用。而在美洲自由贸易区谈判陷入“僵局”的时候,美洲地区、尤其是南美区域一体化进程却没有停止脚步,并且呈现新的发展趋势。
The Free Trade Area of the Americas was not established as scheduled on January 1, 2005, as scheduled. Moreover, some authorities believe it is difficult to complete the negotiation process concerning the Free Trade Area of the Americas in 2005. At the same time, it seems coincidentally that the Doha Round of multilateral free trade negotiations of the World Trade Organization failed to be completed by the stipulated January 2005. The Doha Round is closely linked to the process of the negotiation of the Free Trade Area of the Americas, and in a sense, it interacts and plays a role in each other. However, when the Free Trade Area of the Americas fell into an “impasse”, the process of regional integration in the Americas, especially in South America, did not stop and showed a new trend of development.
