为贯彻落实创新驱动发展战略,鼓励企业与高校、科研机构联合实施技术攻关、科技成果转化项目,提升企业技术创新能力,推动产业转型升级,日前,福州市经济和信息化委员会开始组织申报2017年市级产学研联合开发重点项目。根据规划,申报项目应由企业与高等院校、科研院所共同承担,涉及的知识产权明晰,研发资金基本落实,并已签订技术合同(协议)。项目实施单位应为福州行政辖区内注册的规模以上工业和信息化企业,具有较强的技术开发和项目实施能力,
In order to implement the innovation-driven development strategy, encourage enterprises to jointly implement technological breakthroughs and scientific and technological achievements transformation projects with universities and research institutes, enhance their technological innovation capability and promote industrial restructuring and upgrading. Recently, the Economic and Information Technology Commission of Fuzhou started to organize the declaration of 2017 City-level joint research and development of key projects. According to the plan, the declared project should be borne by the enterprise, universities and research institutes. The intellectual property rights involved are clear, the R & D funds are basically implemented, and the technology contract (agreement) has been signed. The project implementation unit shall be a large-scale industrial and informationized enterprise registered in the administrative area of Fuzhou and has strong technical development and project implementation capabilities.
