(接第7期p72)4.1.1创业创新与人才流动带来天时随着孵化毕业企业数量的不断增加,毕业企业的去向问题逐渐显现。一方面,地方政府力图挽留已投入财政资金孵化出来的企业;另一方面,由于无法享受原有的扶持政策,物理空间、生活成本高昂等原因,不少小巨人企业的流动性逐渐增强,如2008年广州开发区留学生创业园中达到毕业标准的40家企业中,有12家企业因为上述原因迁离开发区。此外,由于产业发展方向的不同,不少孵化企业毕业后不一定适合留在
