本文研究分析频频爆发的群体性突发事件,已成为对地方党政领导一个越来越严峻挑战。透视以往处理方法,可谓有得有失,这就迫切需要地方党政领导处理群体性事件需要实施四大转变:一是信息要从隐瞒到公开;二是责任要从被动到主动;三是主体要从单一到多元;四是理念要从抢救财产到以人为本。
