一、準備工作接上級召開手工業代表會議指示之後,即召開財委會進行研究,以工商科為主,由貿易、合作、銀行、稅局等部門幹部二十四人組成工作組,分作北城(二、三、六區),州城(一、四區),五區三個片作種類、戶數、產銷、思想、勞資、僱傭、師徒、公私關係及生產中存在什麼問題等情况調查,並在各主要手工業醞釀產生代表(指定),共進行了十天,基本上摸清了手工業的情况,倣到心中有數。並事先向參加這次工作的幹部交代了召開手工業代表會的意義和會議的要求、目的,同時學習了有關文件,提高了幹部認識,這是開好這個代表會的保證。
