The issue of total volume and structure of the cotton spinning industry is a key issue that relates the textile industry out of its predicament, turning losses into profits, and realizing industrial upgrading. In order to conscientiously implement the State Council’s determination to take the textile industry as a breakthrough point and push forward the reform of the state-owned enterprises throughout the country and overcome the burden of deficiencies, the textile industry should squeeze out 10 million lagging cotton spinning spindles by the year 2000 and promote the reorganization of assets, mergers, bankruptcies, and downsizing of state-owned cotton spinning companies. ?
