为进一步完善计划外生育费“乡收县管、财政监督”的管理体制,宜宾市高县采取了如下六条硬措施: 一、抓关键环节,强化征收工作。县政府规定:乡镇征收计划外生育费,坚持按规定标准征收,严禁增加收费项目、提高收费标准;坚持持证亮证收费,严禁乱收费;坚持使用财政部门印制的“计划外生育费定额收据”,严禁使用其它收款收据;坚持将已征金额当日送存银行,月末汇总上划县计生委,进入县财政专户,严禁进入镇乡财政专户或其它银行帐户。1996年全县计划外生育费当年已征数达85％,汇入县财政专户管理的达100％。
