在《职业教育法》修订之际,应对职业教育中央政策和地方立法进行认真梳理和提炼。借鉴中央政策和地方立法的成熟规定,《职业教育法》(修订草案)应当采用七章的体例结构,应当明确规定职业教育的办学方针和办学体制,应当明确规定工学结合的人才培养模式和基本教学制度,应当明确规定城市教育费附加用于职业教育的比例、企业提取职工教育培训经费的比例和职业院校生均经费标准。
