天津市科委于1991年3月14日召开“天津市独立自然科学研究机构1990年度考评工作总结大会”.114个市属独立科研所的所长、书记及各局主管科技的同志参加了会议.市科委副主任郭宏勤做了总结报告.对考评工作的目的、意义、指标体系的建立和申报程序做了比较细致的说明.并代表市考评委员会宣布12个科研所“为经济建设服务先进研究所”.它们是:合成材料工业研究所、黄瓜研究所、轻工业化学研究所、纺织机械器材研究所、建筑科学技术研究所、工业微生物研
