随着我国改革开放进程的加快,政府信息公开制度已经深入到我国人民生活的方方面面。众所周知,图书馆以及相关资料的档案馆都同时属于我国的信息服务行业领域,也是我国社会上信息资源方面的重要有机组成部分,这二者之间的关系属于同宗同源,密不可分。公共图书馆是具有公益性质的社会性的文化服务团体机构,主要承担着社会群体对于当地文化生活、精神生活的信息服务等社会责任。早在2008年的时候,我国就颁布实施了《中华人民共和国政府信息公开条例》的等相关规定,政策中曾经明确指出,政府信息公开制度下的公共图书馆是我国政府进行相关信息公开的重要服务领域机构之一。本文主要是结合我国当前政府在信息公开方面的现状,有针对性的对政府信息公开制度下的公共图书馆角色定位进行相关分析与研究。
With the acceleration of the process of China’s reform and opening up, the government information disclosure system has gone deep into all aspects of the people’s life in our country. As we all know, libraries and archives of relevant materials both belong to China’s information service industry. They are also an important and integral part of the information resources in our society. The relationship between the two belong to the same origin and are inseparable. The public library is a public welfare social organization of cultural services, which mainly undertakes the social responsibilities of social groups for local cultural and spiritual life. As early as 2008, China promulgated and implemented the “Regulations of the People’s Republic of China on the Disclosure of Government Information” and other relevant provisions. In the policy, it was pointed out clearly that the public library under the system of government information disclosure is important for our government to disclose relevant information One of the service areas. This paper mainly analyzes the status of public libraries in our country, and analyzes and researches the role of public libraries in the open government information system.
