From October 28 to 29, 2005, the National Youth Work Committee Office convened a working meeting in some provinces (municipalities and municipalities directly under the Central Government) to hold the grass-roots units and all teams in charge of implementation in Nanjing, Jiangsu Province. The secretary of the Central Secretariat of the Communist Youth League, Zhang Xiaolan, deputy director of the committee attended the meeting and delivered a speech.
