国际船舶和港口设施保安规则(International Ship and Port Facility Security,ISPS)的有效实施对提升码头保安措施意义重大。中远在2010年6月刚刚接管希腊码头公司(PCT)之时,正值希腊经济危机最严重之机,社会动荡,公司保安工作百废待兴。为保障员工和生产的安全,经过8个多月的不懈努力,PCT通过了欧盟、希腊保安主管机构和美国海岸警卫队的严格审查,于2011年5月获得ISPS认证,成为希腊最大港口比雷埃夫斯(Piraeus)第一家获得ISPS认证的码头公司。由于项目策划得当、推进有序,共为公司节省了600多万欧元投资。本项目的成功不仅提升了PCT的保安措施,每年还可为公司带来200多万欧元的收入。同时,作为一家全中资企业,PCT目前已成为希腊实施ISPS保安项目的样板企业,多次代表比港接受欧盟、希腊安保主管机构和美国海岸警卫队的ISPS检查,多次受到表扬并荣获了美国海岸警卫队颁发的ISPS奖章。中远希腊码头公司副总经理孙凯作为项目负责人,根据项目实施过程,从项目背景、遵循的国际条例、欧盟和希腊法律法规、实施主要步骤、必要的硬件设施和项目要点等五个方面加以阐述,以期为国内外其他码头实施ISPS项目提供参考。
The effective implementation of the International Ship and Port Facility Security (ISPS) is of great significance in enhancing the security of the terminal. When COSCO just took over the Greek Terminal Company (PCT) in June 2010, it came as a result of the most serious economic crisis in Greece, social unrest and the company’s security work. The success of this project not only enhances the security measures of the PCT, but also brings over 2 million euros in revenue to the company each year. At the same time, as a wholly Chinese-funded enterprise, the PCT has now become a model enterprise for the implementation of the ISPS security program in Greece.
